As a general rule, anything that falls under normal use and wear is the owner's responsibility, while anything resulting from misuse or negligence is the tenant's.
The principle under Belgian law
The residential lease in Belgium distinguishes tenant repairs (the tenant's responsibility) from repairs linked to wear and ageing (the landlord-owner's responsibility). A lock that seizes up after fifteen years of use falls under ageing; a lock forced because the tenant lost their keys is the tenant's responsibility. In case of doubt, the lease and the entry inventory (état des lieux) are decisive.
Concrete cases: who pays what?
Key lost by the tenant
This is the most common case. If the tenant loses their keys, the door opening and any cylinder replacement are in principle their responsibility. Tip: have the cylinder changed, not just opened, because you don't know where the lost keys ended up — it's a matter of security.
Worn or faulty lock
If the lock jams, the key spins freely or the mechanism is at the end of its life after years of normal use, it's generally up to the owner to cover the replacement, as upkeep of the property. Notify them in writing before incurring costs.
Break-in or attempted burglary

Change of tenant
